I have a site that is set to not inherit permissions. If I click on settings wheel and select Edit Page, the Browse and Page ribbon items do not appear. The option to add web parts does appear in the sections of page, I can selct add a web part, and indicate the web part to add, but it errors indicating that it needs to be checked out.
I am a site collection admin, with full permissions at level above and on this page. What could be responsible for these item being missing from the ribbon?
