I am studying approximation algorithms. The textbook (by Williamson & Shmoys) explains an example of local move in the local search algorithm for scheduling jobs on parallel machines (pg 40). But it is only one local move, it does not provide the whole algorithm. I am wondering about how, in general case, a local move algorithm starts. My approach is to randomly generate a particular configuration and start local search. In particular, for the job scheduling problem I could generate a particular schedule an try to improve it by doing local search.
My question: Is there any other better approach (different from what I think) to start local search?
